The Province of Quebec has its own laws regarding immigration, and to apply for this program it will go through two stages:

​

    - The stage of applying to the Quebec government to obtain a certificate of choice showing that your application

        for immigration has been accepted.

​

    -The stage of applying to the Canadian Citizenship and Immigration Department to obtain permanent residency.
